Is this only happening to me? I'm the leader of a guild but I can't withdraw any items from the vault. I can deposit cash and items, and can withdraw cash.
It depends how much slots you want the guild bank to have. You can have a 50 slot guild bank without having a guild hall. I think you need to talk to someone in the guild initiative headquarters to unlock it and it costs 50g.
